  1. Begin by rinsing the uncooked rice under cold water until the water runs clear. Cook the rice according to your appliance’s instructions, then spread it on a tray to cool.
  2. In a large skillet or wok, heat the vegetable oil over medium heat. Add the diced onion and crushed garlic cloves, sautéing for 3-4 minutes until the onion is translucent.
  3. Add the minced beef and diced red bell pepper to the skillet. Cook for approximately 5-7 minutes, stirring occasionally, until the beef is browned.
  4. Stir in sambal oelek, shrimp paste, soy sauce, and maple syrup. Allow the mixture to cook for 2 minutes, stirring well to combine all the spices.
