- Preheat your oven to 350°F (175°C) and prepare the ramekins with cooking spray.
- Melt 2 tablespoons of butter in a saucepan, add cauliflower florets with salt and black pepper, and sauté for 5 minutes.
- Pour in ½ cup of water and steam for about 10 minutes until the cauliflower is tender.
- Blend the steamed cauliflower with 2 tablespoons of dried parsley, ½ cup of whole milk, 2 minced garlic cloves, and 3 large eggs until smooth. Fold in 1 cup of shredded cheddar cheese.
- Pour the mixture into the ramekins and fill the roasting pan with boiling water halfway up the sides of the ramekins, then bake for 35-40 minutes.
- Cook 4 slices of bacon in a skillet until crispy and prepare cheese crisps with the remaining cheddar in the skillet.
- Let the flans cool for 10 minutes, then invert onto plates, topping with crispy bacon and cheese crisps and garnish with fresh chives.
