  1. Preheat your oven to 375°F (190°C).
  2. Grease a 9x13-inch baking dish with unsalted butter.
  3. In a medium saucepan, melt 4 tablespoons of unsalted butter over medium heat, whisk in ¼ cup of all-purpose flour to make a roux. Gradually pour in 2 cups of heavy cream and ½ cup of whole milk, then add garlic powder, salt, black pepper, and paprika, cooking until the sauce thickens.
